Hoarding guide

What Is Level 5 Hoarding?

The Clutter Image Rating scale runs from Level 1 (minimal clutter) to Level 5 (severe). Level 5 hoarding describes the most extreme cases — and these properties need specialist, carefully managed help.

What Level 5 looks like

At Level 5, a home is typically unsafe and barely habitable.

  • Rooms are unusable for their intended purpose
  • Significant structural clutter blocking access and exits
  • Possible damage to the structure or services (water, power, gas)
  • Serious sanitation issues, often with pests or waste
  • Major fire and health risks to occupants and neighbours

Why specialist help is essential

Level 5 properties can be genuinely hazardous, with risks ranging from collapsing piles to biohazards. Our trained team carries out a careful risk assessment, uses appropriate protective equipment, and works methodically to make the property safe.

There is always a way forward
